"The 40th Anniversary of Reform and Opening up", Fangxian County, Hubei Province: holding high the banner of development and depicting the thousand-mile Fangling

Entering the Dongcheng Industrial Park in Fangxian County, rows of modern plants are arranged in order. In the workshop of Sunflower Pharmaceutical Group Wudang Co., Ltd., workers are working hard. Three years ago, Sunflower Pharmaceutical invested more than 100 million yuan in Zhongfang County due to its rich resources of traditional Chinese medicine and good development environment. At present, there are 8 large and medium-sized pharmaceutical enterprises in Fangxian County, including Hubei Shennong Herbal Chinese Herbal Pieces Co., Ltd., Hubei Wudang Animal Pharmaceutical Co., Ltd., and Hubei Sanxin Biotechnology Co., Ltd., of which 4 have an annual output value of more than 100 million yuan. The products of these pharmaceutical enterprises cover more than ten kinds of traditional Chinese medicine tablets, capsules, injections, granules, pills, syrups, and traditional Chinese medicine health tea.

Over the past 40 years of reform and opening up, Fangxian County has insisted on consolidating and strengthening the primary industry, optimizing and upgrading the secondary industry, and actively developing the tertiary industry. The tertiary industrial structure has been continuously optimized in the process of adjustment. The basic position of agriculture has been more consolidated, industry has gradually developed and expanded, and the service industry has grown into a leading industry.

The industrial economy has developed rapidly. Fangxian firmly established the concept of "strong industrial county" and firmly implemented the "industrial doubling" plan, realizing the evolution of the industrial economy from small to large. It has formed such pillar industries as bio-pharmaceutical, agricultural product processing, brewing and fermentation, and new building materials, with 17 enterprises of 100 million yuan and 65 enterprises of scale. In 2017, the added value of industries above scale reached 1.42 billion yuan, 414 times that of 1978. Hengda's textile output value exceeded 800 million yuan, Sunflower Pharmaceutical's tax revenue exceeded 10 million yuan, eight enterprises including Sanxin Biological and Shennong Materia Medica were listed as national high-tech enterprises, and Zhaofeng electronic products were granted national patent certification. "Wudang and the map" and "Fangling herbal medicine" have been recognized as China's well-known trademarks. The industrial park grew out of nothing, the Beicheng Industrial Park was put into use, and the Dongcheng Industrial Park and Xicheng Industrial Park were basically full.

Modern agriculture improves quality and efficiency. Fangxian County adheres to the unshakable position of agricultural infrastructure, accelerates agricultural and rural reform, implements the national policy of enriching and benefiting farmers, develops agricultural characteristic industries according to local conditions, continuously improves agricultural infrastructure, promotes the continuous growth of the agricultural economy, and increasingly consolidates its fundamental position. The "eight major agricultural industries" are growing day by day, and the construction of the demonstration area has been steadily promoted. The industrial base has reached 1.2 million mu, 1117 farmers' professional cooperatives, 135 family farms, and the leading enterprises have been cultivated and expanded. There are 34 agricultural product processing enterprises at or above the municipal level, 48 agricultural products have been certified as "three products and one standard", and 8 products such as Fangxian Beichaihu and Fangxian giant salamander have been protected by national geographical indication products.

The tertiary industry is bursting with vitality. Focusing on the goal of cultivating ten billion tourism industries and building a "healthy city of ecological and cultural tourism", the strategy of "living the county through tourism" has been thoroughly implemented, and the concept of whole-area tourism has been vigorously implemented, and the tourism economy has continued to prosper. Three national A-level scenic spots including Yeren Valley, Yeren Cave and Guanyin Cave have been built, Yanwu Valley, Huatian Jiuxi and other scenic spots have been completed and put into operation, Shijingyuan Forest Park and Gunanhe Wetland Park have been upgraded to the national level, and the construction of Tucheng Yellow Wine Culture Area, Yin Jifu Shijing Tracing Area, Jundian Traditional Ancient Village Area, and Yeren Valley Ecological Tourism and Leisure Area has been impressive. In 2017, the county received 5.72 million tourists and achieved a comprehensive tourism income of 3.36 billion yuan. It was awarded the title of Hubei Tourism Strong County, Hubei Provincial Tourism Standardization Demonstration County, and Hubei Provincial Tourism Industry Development Outstanding Contribution County. The commercial logistics continued to prosper. The commercial logistics projects such as Shoukang Life Plaza, Renhe Road Commercial Street, and International Building Materials City were completed. The projects such as high-speed passenger station and new era urban complex made rapid progress, and successfully established the national e-commerce demonstration county and the provincial agricultural product circulation advanced county.

Vigorously promote the construction of urbanization

Urban and rural areas take on a new look

Walking in the downtown area of Fangxian County, the streets are spacious and clean, tall buildings are in rows, and the park square is warm and chic. When night fell and the lights were on, people danced in the square and children were playing. In the countryside, cement roads connect villages to households, characteristic buildings are built along the road, and agricultural characteristic industrial bases are scattered all over the country, just like a happy home scene suitable for living and working.

Over the past 40 years, Fangxian County has continuously strengthened urban and rural infrastructure construction, improved public services, and taken a new look in urban and rural areas, with the county seat as the center and the central township as the focus.

Urban construction has made rapid progress. Vigorously promote the construction of key urban construction projects, improve the level of urban planning, continuously strengthen urban management, further optimize urban spatial layout, further enhance urban functions, further improve urban infrastructure, and achieve significant results in greening, beautification, and lighting. The urban road network extends in all directions, the Guzhu and Shifang expressways are completed and opened to traffic, the national highways 209 and 346 are upgraded, and the main and secondary urban roads such as Nanning Road and Shijing Avenue are connected. Projects such as natural gas pipe network, water supply pipe network, sewage pipe network, shantytowns renovation, and road greening and beautification have been gradually implemented. The Book of Songs Cultural Park, Peninsula Bay Park, and Yingbin Square have been completed and put into use. Ecological river management has been continuously promoted, and the national garden county, national health city, provincial civilized city, and provincial forest city have been successfully created.

The rural landscape has greatly improved. We will solidly promote targeted poverty alleviation, vigorously implement industrial poverty alleviation, relocation and subsistence security, and comprehensively promote the "ten upgrading projects" and "ten village-to-household projects". The production and living conditions of rural people and the level of public services have been significantly improved. 137 safe drinking water projects have been built in the county, 564.7 kilometers of village-to-village roads have been built, 224 villages' production and living electricity and rural network transformation have been launched, and 34000 households have access to broadband networks, 356 communication base stations have been opened, 174 village level health clinics have been newly built, 30 kindergartens in remote and impoverished villages have been added, 140 party and mass service centers have been newly (or renovated), and 139 cultural and sports venues have been built. Seize the construction opportunity of Zhufang Town Belt, vigorously implement planning guidance, industrial support, facilities supporting, greening and beautification projects, and initially build a vibrant town belt, a distinctive industrial belt, and a scenic sightseeing belt. Jundian Town and Hualongyan Town were selected as national and provincial key towns, Xiadianzi Village was listed as traditional Chinese villages, and Sancha Village became a beautiful village in China.
